The Clemency Working group works to enhance the administration of executive clemency in the Commonwealth of Pennsylvania through the incorporation of a system of Restorative Justice that promotes healing and regeneration of the victim, the offender and the community.

Model Application to the Pardons Board
The Model Committee is presently designing a model for application to the Board of Pardons, Commonwealth of Pennsylvania which answers three questions:
- How can the trauma experienced by the victims and the candidate as a consequence of the offense best be addressed?
- How can public safety best be assured, should the candidate be released to the community?
- How can the Commonwealth and the community best be served, should the candidate be released?
Research
Research on what is being learned from literature review, professionals in Restorative Justice, academe and corrections is being organized. To date we have not learned of any other program of this kind for applications for executive clemency.
